Nippon Petroleum Refining Co., Ltd. Negishi Refinery Integrated Gasification Combined Cycle Electric Power Plant Begins Commercial Operation


On June 30, 2003, Nippon Petroleum Refining Co., Ltd. (Nippon Oil Corporation: Eneos) Negishi Refinery Integrated Gasification Combined Cycle Electric Power Plant (431 MW) began commercial operations. This plant is the first power plant in Japan using residuum oil as fuel for integrated gasification combined cycle (IGCC) system, and its generating capacity is 431 MW . MHI supplied the gas turbine, steam turbine, HRSG(heat recovery steam generator) and de-NOx system.

1) Main specifications
* Electric power output capacity at generator terminal: 431 MW
* Net power output: 342 MW
* Power generation method: Integrated gasification combined cycle (Single shaft)
* Gasified fuel: Vacuum residual oil (VR: Vacuum Residue)
* Gas turbine: M701F(1350 °C class)
* Steam turbine: Single-cylinder, reheat, triple pressure, down flow, condensing-type (SRT-40.5)
* HRSG: Reheat cycle, triple pressure, vertical gas flow, natural circulating type (Stack: Monolithic, 99.9m stack)
* De-NOx facilities: Dry-type, ammonia contact reduction, vertical gas flow, fixed bed method (High efficiency more than 90% NOx-removal level)

2) Major features
* First combined-cycle power plant in Japan using gasified VR for fuel
* The entire amount of power generated (342 MW) is being purchased by Tokyo Electric Power Company (IPP Plan, 1997)
* Special design features to protect the environment in the municipal operating area

(Environment-related regulation levels)
  • NOx: 2 ppm or less (02 16% conversion)
  • SOx: 2 ppm or less (02 16% conversion)
  • Dust: 1 mg/Nm3-dry (or less)

  • * Gas turbine: M701F, 1350 °C class, low calorie synthesized gas-fired, using synthesized gas as its main fuel (Gasified vacuum residual oil purified for use as fuel) and kerosene for start-up and emergency use.
    * The steam and water are integrated between the combined cycle unit and the gasification unit.
